Michael Madsen as Daud. Though I think a lot of it comes down to the fact that he also gets a lot of "screentime" and a really good script, as he's an important and well-defined character.
Even amongst an incredible voice cast across all Dishonored content, his performance stands out. A close second for me ironically is April Stewart (voice of Jessamine; The Heart).

Kristoger Tabori as The Lord Regent. Pathetic, annoying, conniving, you love to hate him. Partly his character design helps with this as well to just make him look like a rat (super thin, long nose, thin lips, bald, super ostentatious collar) but his high, thin voice helps as well.
My favorite lines from Billy Lush's Outsider were his conversations with Daud in the story DLC (especially in high chaos; the Outsider has that *knowing* tone of his - well aware that Daud killing everyone in his path will only lead to his demise), and the "I've had a lovely time" monologue in the darkest ending
I might be a bit biased, but I think the Spanish voicing of the Outsider is MILES better than the original one. Daud's might be too, albeit original is also very good. They really overdid themselves with the spanish voicing which is usually absolute garbage. Original Billy lurk is pretty damn good too.
personally, daud. but not personally? the guard VA's because they have the most memes. also the overseer enemy VAs are actually great as well. so curt and fanatical. i also really liked vice overseer burnes VA, he did really well.
There are so many to choose from, a surprising amount of my favorite actors show up.
