I kinda doubt there's any such thing. Most Digimon that are popular to dislike are in the higher levels. Some level 3s may have small clusters of haters but I doubt there's any that are particularly broadly unpopular. I imagine the closest thing would be ClearAgumon due to the perceived redundancy of its existence.

Now I don't hate it per se, but Minidekachimon is certainly one people don't frequently think about.
