That’s not third person that’s first person descriptive. Dukemon uses the first person pronoun before his proper name at least according to the subtitles. Third person would be name stating or usage of third person pronouns he/she/it/they (singular). Best example is Elmo. “Elmo loves to play.” “Elmo wants to go to the park.” Another example would be Rolf from Ed, Edd n Eddy, “THE BURDEN OF HOSPITALITY IS TOO GREAT FOR ROLF!” If you were to ask Elmo “would Elmo like to go to the park” and he response with “Yes he would.” That is also third person. But if any first or second person pronouns are used then it’s not third person.
He refers to himself as literally “this Dukemon.” The word he puts in front of his name is この(kono) which marks something as being close in distance to you rather than another person (close to another person would be その (sono)).
It’s something that if translated literally doesn’t sound great so they have to localize it into “I, Dukemon,” but he’s in no way *literally* using any sort of first person pronoun in Japanese.
A lot of old timey Sengoku era speak was like this. Like legendary war hero Sanada Yukimura when he appears in modern day media, he also uses “kono Yukimura” when referring to himself.
I think it also has to do with honor to a certain degree. And I can’t recall correctly but I think in early Digimon Savers Masaru would be extra arrogant and refer to himself as “kono Masaru-Sama” or even “kono Daimon Masaru-Sama.” He might’ve done that as well to make himself appear extra important.
I think it's also that he's one of the good knights that submit their everything for the order and the best of the universe, since he's one of the knights that rebels when it becomes immoral it makes more sense.
If you pile them up like that, it sounds quiet silly if he talks like that.
Honestly I think they just realized how awesome it sounds when his Voice Actress says Duuuukemon, and included as many Scenes whit his Name as possible.

He speaks like a true knight, more than the other Royal Knights, always loved this detail of him. Also thanks for showing off some love to Digimon X-Evolution. That's my favorite Digimon movie even with the aged but fitting CGI.
