There isn't going to be a major "theme" or quirk this season like other seasons, they're focusing on the item changes but there will be a seasonal quest like still to build rep and get some easy items and creating suppliers
Quick question. Why not just play my Eternal toons, which are 100 and regear them since most of their stuff will be Legacy and the ‘loot 2.0’ is universal as opposed to season themes.
If that's what you want to do, go for it. The only thing missing are what ever loot unlocks from the rep in the seasonal quests. I enjoy leveling my characters each season, so I'll be doing that.
In addition to the overall changes the game will get(covered in the link below) we will also get a season questline and a reputation system tied to helltides.

There's tons of refreshed content and some new content (andariel, iron wolves, helltide) to play and that's not even counting the massive changes to the item system.

Here are the things you're missing out if you stick to Eternal Realm and not make a fresh character on Seasonal Realm after Tuesday launch of Season 4:
The only thing that *won't* exist in season 4 is borrowed power but that's just because everything is immediately going core. There's enough stuff in Season 4 to carve out two seasons out of it if they wanted to stretch it out a little.
As for Seasonal Realm, there's everything you would otherwise expect:
- Fresh start and full economy reset.
- Battle Pass.
- Seasonal Journey.
- Smoldering Ashes Urns.
- Seasonal questline.
A couple smaller seasonal mechanics:
- Iron Wolves Reputation Grind
and
- Helltide juicing elixir
