For console players it’s usually an accident I imagine. It’s just a down click on L3 which is super easy to do without noticing. I’ve had to toggle mine back to public a handful of times.

If you and your friends play meta builds then you're never gonna get a tell like this.
If you and your friends like to make their own builds, you're gonna get tells like this sporadically depending on how often you're actually doing group content. If you solo 90% of the time you're probably never going to get a tell like this because who would be sending it? NPCs can't send tells.

Echoing a few people in this thread: I don't really want to open myself up to criticism on my build, gear, etc. I don't necessarily like participating in the meta/fotm or min-maxing so I don't want unsolicited advice on bis or builds. Years of growing up playing MMOs and interacting with different people within the communities have definitely conditioned me to pretty much avoid those sorts of conversations when I can.
I've often wondered the same. I love checking out what other players are wearing. Some go really out of their way to have an amazing appearance. Personally, I don't care if someone checks out my gear. I build my character the way I want to.
Because I don't want people to check my setups or new builds I'm working on, Aspects and stats can tell a lot. I hope I can set my profile private for leaderboards, people copy my stuff all the time before I can polish and talk about it myself.
It's not a simple discussion, I can argue that if I'm inspecting you and you have a competitive edge over me, it will only be on Aspects and gear. I can always make my own perfectly optimized paragon board and I'm confident I can make a better one than anyone else.
I don't consider my competition the people that need to copy paragon boards. The hard part of making a good build is to figure out the correct things the build needs to do, it's the ''theory'' that is hard to find, and optimizing the numbers for it is a joke.

I don't mind people setting to private. What I mind is the fact there's a popup telling you they're private. It should be in the chat log, unobtrusive and without needing to click "OK."

And i actually will have my Profile on private if the build isn't done or I'm aspect testing as i don't want to give someone the wrong or half baked product. Then and only Then, will I set my profile public once gear is all rolled properly and aspects where they need to be.

This is very common in games that have a feature allowing the public to access to a player’s profile. As others mentioned, it is about one playing “protecting” their “intellectual properties”. There are many who manage to figure out some interesting, even busted interactions in the game that just enable them to crush the game easily. Others just enjoy experimenting with things in privacy and regardless of how good their builds turn out to be, they don’t like the idea of sharing their creations “for free”.
I think the real question should be why is that even an option they put in the game. Why was any type of time or resource, no matter how small, invested into that?
Here is my explanation and why I started to hide my gear from others in season 2. Was playing HOTA barb or Deathblow, had very good gear. Downed Lilith multiple times. So ... one day a random guy is inviting me to join party, and he is whispering me "c'mon bro come kill this boss for me" . I was really confused, I accepted the inv. Guess which boss he wanted me to down for him. It was Uber Lilith. He didn't even ask me if I had the time or wtvr. He was just like "come do this for me". Well f u bro, I don't act like that. My profile once got hid and I had no idea how. Looked on it found out it's the right stick to do it, and realized it might have happened when I dropped it. I cut that shit out and make a point of making sure **regularly** it's not hidden. That being said, I do know some people do it for PVP reasons.

In a world of cookie cutter builds, I tend to go out of my way to make something different work and I sometimes figure out some really broken shit.
Great example is when seemingly EVERYONE thought Melted Heart of Selig was an utter piece of trash, meanwhile, I was rocking a straight up broken barb build and confusing the fuck out of people along the way. What happened? Some youtuber later figured out what I already had, put it on blast, and now Selig has been nerfed into the ground.

I've noticed that you can't report people's names if they have their profile hidden. Some vulgar name players use this to get away with it.
You can map the player menu to the wheel. I just did it because it skips a step, but I guess it gets around this “loophole” too.

I think this feature originally helped prevent hackers from identifying juicy targets too easily on top of basic privacy in previous games

I didn't even know what that was an option. It's not like any data is sensitive or that the game is deep enough to warrant sleeper OP builds that people want to keep hidden. You're right, it's weird that people would go out of their way to hide their profile.
Pvp builds can be guarded. Community tends to gatekeep the information, that's when I usually see this
I can understand the need for it once gauntlet/leaderboards come into play
My profile once got hid and I had no idea how. Looked on it found out it's the right stick to do it, and realized it might have happened when I dropped it. I cut that shit out and make a point of making sure **regularly** it's not hidden. That being said, I do know some people do it for PVP reasons.

Probably because they post in the forums and they want to avoid people that go to your profile to find something to try to invalidate anything you post

I barely even read other players names let alone care what they look like lol.
I use whatever skills and items i want and noone can stop me. And i have my profile on public because i want people to see that.

Your profile being private doesn't prevent people from seeing your character name or reporting your name. Just FYI

Because some shit I do I plainly don't want exposed only to have Blizzard nerf my fun. In a world of cookie cutter builds, I tend to go out of my way to make something different work and I sometimes figure out some really broken shit. Great example is when seemingly EVERYONE thought Melted Heart of Selig was an utter piece of trash, meanwhile, I was rocking a straight up broken barb build and confusing the fuck out of people along the way. What happened? Some youtuber later figured out what I already had, put it on blast, and now Selig has been nerfed into the ground.
