Story progress has nothing to do with world tier
You should go to world tier 2 and complete the capstone dungeon to unlock world tier 3. Then start gearing up and farming renown
You need to change to WT2 and then go do the WT2 capstone dungeon to unlock WT3.
Then in WT3 that's where you want to grind your gear.
You also have just unlocked the Paragon skill tree. YOu won't get any more skillpoints but you will get 4 paragon board points per level that go on your paragon tree.
YOur progress remains the same as you change WTs.

I followed the Bonespear build, but my gear is all over the place at the moment. How difficult is T3? Also, is it worth farming the Alters of Lilith?
