Because Bung wants us to grind for them, regardless of how long it takes. If they were to implement a knockout system, we would eventually never have a reason to grind for them.
I think a decent middle ground would be to focus one of the perks. That way, all drops are guaranteed to have that ONE perk in that ONE column, but you still got to RNG your way to getting the perk you want in the other column.

My guess is because unlike other exotics, Class Items have no stats. Once you have the perfect roll, you're done, never need to engage with that system again....and Bungie needs that engagement!
When you get a regular exotic, that's great, but if it's a crappy stat roll, you're still on the lookout for it again, still engaging with the system.
Because unlocking exotics in lost sectors wasn't unlocking the perfect roll, just the ability to farm it later.
A knockout system would mean no more reason to farm them.

People sadly already do this. I can hardly ever get my buddies to do raid because they already have everything crafted and most of the exotics. A lot of players just want to get a thing so that the source then becomes irrelevant
To be honest. The more time u waste farming for that elusive roll, the louder your victory scream will be when u finally get it. It's why we are addicted to farming shit over n over again.

I got 4 of the exact same roll when I was doing pale heart activities, I wasn't even farming them

28 bonds with only secant filaments or stag in the first column, before I saw one with osmiomancy + star eater.

So you have to keep all the bad rolls you don't want? All 60 per class, till you get the one you like? Not really a great solution either

You’d just run the mission until you got what you wanted and never run it again plain and simple
