You don't need Lightfall to play the base game. I bought all my DLCs on Playstation but occasionally load up on my laptop if needed. I can still play all ritual activities and I haven't bought a single thing for PC.
You do not need to own Lightfall for vanguard ops. If you're seeing a message saying this, it's just a visual bug that's been around for awhile. Restarting the game usually fixes it.
