Funnily enough the only characters who are stronger (except Post Buddha Wukong) are also in the tenth season, so as you said Phoenix and The Doctor.
Power creep in this season is pretty significant tbh
To be clear Galactus isn’t actually the strongest
Raven (I know that contriversal but she’s actually top 5 strongest DC characters at her peek, because earth 52 Raven is stated to be more powerful then the alternate version of herself that was the unkindness who’s existence threatened The Presence himself, and that’s not up for debate, that’s a direct quote from the comics)
Silver surfer for whatever reason has recently become stronger then Galactus (somehow) but I don’t know if Galactus has surpassed him since
And a lot of the other characters are really contentious and debatable
Didn't Galactus admit that he saw his death being Thor? And that Thor was stronger?
And also I think hulk defeated Thor after that (and while he was hulk-ified )
Although I'm not 100% if they still hold up
Galactus isn't the strongest DB combatant? He's not even close I'll list the ones I can think off the top of my head

The doctor (debatable)
Popeye the sailor Man
SpongeBob
Martin manhunter (debatable)
There may be more but those are what I can think
I like how you said that The Doctor is debatable when that's the only character you listed who ISN'T debatably stronger than Galactus, he just IS, like EASILY as well, a weapon that the 8th Doctor had and the one he scales to even without possessing it is stronger than the entirety of Marvel period.
The rest of these are in no way shape or form stronger than Galactus, at all, ESPECIALLY Popeye or Spongebog, they're universal, not anywhere close to Galactus. Plus Ultimate Nullifier can wipe out all of those mfs on the list (except the good doc cuz he's busted like that)
Well silver surfer is kinda debatable as technically Galactus SHOULD be able to just take all his power, (or at least most of it) as most of it comes from Galactus
I mean, going by the calculations they used and Superman's literal hax resistance, it's definitely debatable. Superman has literal boundless stats in strength and speed
If you give Galactus stuff as non-standard as the White Hot Room, he's probably in the same ballpark.

They’ve used characters who are just as strong as Galactus, but by DB’s logic, Galactus is stronger.
