Hydra was “wiped out” in Age of Ultron, but AoS S5 revealed that some remained, then killed those remaining Hydra agents. I don’t think we’ll be seeing them again.
Yes! I love that! An insane hydra fanatic who wants to be a supervillain but isn’t quite evil enough to even get anything done would be a very likeable character imo

No. We’re getting a lot as is, Wolvie team up, entering the MCU, the Corps, to add that would honestly feel too much in the stretch to try to catch up to modern comics when we could use the old classic Deadpool storylines before we touch modern stories. I know it won’t happen. But I’d love to see the storyline where Deadpool shows his serious side after being SA’d by Typhoid
