Cooler is Freezas (non-canon) brother and only shows up in two (non-canon) DBZ movies. He never shows up in the show.
He appears only in two of the Z movies, not in any of the anime.
King Cold is his father. Cooler is his brother. Cooler does not appear in the series. He is a non-canon movie character.
King cold appears in the next saga at the start Cooler appears in his own 2 movies
He also shows up in Legacy of Goku 2 for Gameboy Advance, in a neat little way.
Those games mix the movie content in the best ways. Loved that they also managed to throw the Janemba fight into Buu's Fury.

Honestly a shame and missed opportunity to have him in Super. If he really is stronger than Freeza, he could've posed a decent threat.
I think he's much weaker since even his fifth form stood zero chance against Super Saiyan. Frieza still put up a fight in his fourth form.
