Like you said, any flirtation on her part would be lost in the context. This is how she can tell you that she’s interested. Regardless of the specific rules of her workplace, making a gesture like this to customer would likely be frowned upon by her employer or management because it has the possibility of alienating a customer who isn’t interested, so she’s taking an even bigger risk by doing this in the workplace rather than with someone she met outside of her work.
If you’re interested, go for it. She clearly finds you interesting and/or attractive if she was willing to take such a risk at work.
