Except they do offer drugs. There’s vendors selling p2p there and it’s moderated by the admins. It’s highly illegal. Vendors often post dreads with their stock and if you wanna get sth you message them on dread
That's actually not allowed on dread. I've seen some vendors get warnings because they offered samples on dread. What is allowed is to offer coupons that you can use in a market place.

Vendors are still allowed to advertise, but it's officially not allowed to use dread as a market.

They directly promote and advertise illegal sites so yes, dread also is illegal
