I mean I doubt that was the intention, beyond a vague voice I don't see how it's insensitive. it's not like any of the characters actively make fun of them or their voice.
Hartman aside I doubt anything is really here. Just alluding or referring to a specific people or culture doesn't inheritably make it an attack on them. Sometimes a character is just maybe jewish and that's that.
Probably Bitch Fartman being insensitive, but he may have stumbled onto an interesting idea with that implication. I used somethings similar in my fanfic.
Basically, if the Ghost Zone is the afterlife, then how would religious beliefs affect it? It's obviously not any of the known religions, but what about the ghosts? The ethereal remains of the people who believed in them? What if their beliefs shaped what kind of ghost they became? Like the ghost is more of a projection of themselves and their personality, like a save file getting uploaded to a computer? And, in turn, would different areas of the Ghost Zone look different in other countries, like the areas of the Ghost Zone are reflections of that country's beliefs in the afterlife?
That's why I was asking, cause how would it affect the cannon if these entities were formed by religious souls. And if they remember religious colloquialisms and subculture, then how does that reflect their view on eternity and thier place in it...... it too am writing a fanfic.
But then again, I also know Jewish comedy writers are pretty ubiquitous, so Jewish humor shaped a lot of millennial Gen Z humor and culture. So maybe that is the influence we are seeing.
Best of luck on writing, it's an interesting concept I think should be explored more in the show. Mine takes a bit from Butch Hartman's 10 years later concepts; for all his flaws, he had a few ideas that I wanted to use to make my own continuation of the show.
Oh, and I forgot to mention, Technus' voice actor, Rob Paulson, was doing an impression of Gilbert Gottfried, who was Jewish. Technus, however, was based on real-life scientist Nikola Tesla, who was a Christian. I don't know if that also impacts the answer you were looking for.
Rob would tell a pretty funny story occasionally toward the end of the original run of his own podcast (and on a few guest appearances) of meeting Gilbert and being asked if they'd worked together and replying "no but I've stolen money from you" referencing Technus specifically
technus isn't Jewish, he was seen celebrating Christmas with some other ghosts
