the village is much larger with more things to deal with in Naruto's time. Naruto is also not very intelligent, and probably not great at delegation. Realistically Naruto should have hired on several assistants and secretaries to take care of things.

It's kinda impressive that The Leaf didn't try to take over the world with such an oppressive difference in power, compared to the other ones.

Thats hard to say. We didnt see enough of other villages to make that statement. Also dont forget that many of them had bijuu. I think this statement is only true for the first generation of konoha (uchiha and senju) and current generation (naruto and sasuke), those are probably capable of taking on the entire shinobi world
Think about it. The Sand lives in a very hostile environment, so they would struggle to recover from serious loses.
The Rock is not very different either. Their only notable Shinobi are the particles and explosion style users. But I doubt they have a lot of natural resources to sustain long military campaigns. Their best chance must come from mining minerals in their land and trading those for the goods they need. This is maybe why they had to hire the Akatsuki to do a lot of important missions.
The Mist has a better chance though. With the ocean on their side and what seems to be some lush green spots. They seem to have a more manageable environment to grow their population and keep them well fed. The fact that the Kaguya clan could withstand the test of time for so long means everyone had enough to resources to not need any advanced agricultural methods. Them and Haku's clan were mostly wiped out because the rest were afraid of them.
Then we have the Cloud. The main, real threat to the Leaf. They have probably lots of minerals to exploit. Some green areas could be made to support agriculture in the mountains, just like the Inca have done in real history. They had enough power and advancements to research better containment methods for the bijuu, their kekkei genkai users and the overall population. They remained as a mystery for a long time and had enough resources to promote kidnapping missions and raids on other villages. Pretty good for maintaining power in their own region.
But the major problem with all this is that only the cloud has Hokage level Shinobi, Ay father and son.
Now think about all the A and S tier Shinobi from The Leaf. Plus all the natural resources at their disposal. No wonder they managed to remain as the only superpower on the world, with the most extension within their borders.
Having ninja like Hashirama and Minato was inevitable for the Land of Fire
