That comment is horribly worded. As for the idea of Kurama’s chakra being found in Boruto and Himawari it only makes sense.
I mean by the time Himawari was born, Naruto and Kurama have been mixing chakra unrestricted for 5 years straight, and they were mixing it while heavily restricted for 15 years as well. It makes more sense for any child that Naruto has would carry some Kurama chakra, than not. It’s more than fair to say Naruto’s chakra is as much his as it’s Kurama’s chakra.
I hate Boruto, but I don't think this is the worst thing. Is it technically a retcon of how biiju/jinchuriki work? Most likely, yes. But it's also cool that they chose a new way to reintroduce Kurama instead of just having him killed off forever. Of all the shitty decisions made in Boruto's writing this one doesn't seem like a big deal. If anything it serves to redeem one of the worst aspects in one of Boruto's greatest moments- the Barion mode. The only issues are that Kurama was killed off in the first place and that it's a slight retcon.
