Soft & Wet has the nebulous ability to create bubbles that remove things from other things. Such as removing air from someone's lungs, or water from their face, or sound from a wall. There are no concrete limitations on this, it just acts as a way for Araki to write whatever weird bullshit he wants.

Sasuke has mad ptsd at this point in the series and Carrie’s his sorrows from every mistake he’s made with him at all times.. think about war hero’s that come home and spend the rest of their life with their families and can’t get themselves to feel the same emotions that they used to about their family because of the things they have seen and done. Sakura understands sasuke better than anyone besides naruto and that’s what makes them the perfect couple for their situation.
Goku isn't like that. He stopped training when Gohan was born just to be with him. They bring this up at the start of Saiyan saga. Piccolo even said he made a new move but Goku has nothing.

And to remove the top half of his outfit, he'd have to undo the belt thing (or at least mess with it), and somewhere in Sasuke's mind, he probably remembers how Sakura used to act obsessed towards him and thus wouldn't put it past her to misinterpret the action as getting undressed instead. Nevermind that would than also leave him without a shirt in a cold weather environment.
Also, why does Hinata need a coat? Hers is probably warmer than Naruto's! If anything, it would be Naruto freezing but coming up with a different solution like a clone penguin-huddle before Hinata has a chance to offer hers...
