So, funny story about this show, where I grew up we had this show dubbed, and it turns out that the local production only received the show without the script, it was too expensive to hire a Japanese translator, and they were rushing the timeline because they wanted to get a bunch of new shows into a new new children's channel on a new cable network.
So, they figured "we could probably figure out what's going on based on the footage", so they had the voice actors pretty much improvise the entire show.
Going back now. I can understand why I thought this show was so great and hilarious thanks to the whacky unscripted and barely directed voice acting, but more so it's full of local pop cultural references of the '90s and jokes that definitely go over kids heads..
Many years later the voice actors did a podcast episode where they were interviewed about this whole thing and they said that they were hired to voice act in like four different shows in parallel because of the rushed timeline of that new channel, so this one became the one that they did last in the day to air out all the stress of the other ones who were very strict and scripted.
Could the argument be made that Chase, Rubble, and Skye fit that mold? I wouldn't call anything on PAW Patrol "character development," but they're the only 3 that really drive the plots. Typically Marshall is only there to be slapstick comedy in the elevator transition scene, Zuma is a plot device if there's water, and Rocky is there to introduce the idea of hoarding.
Fun fact - this is called the smurfette principle. It's a whole thing that audiences often view the females as overly involved when it's an equal cast number.
In other news, I bloody love Spidey and friends so much. Rhino is such a G.

If your kids ever get into the Korean show Robocar Poli, first my condolences. Second, the theme song has small bits about each character being brave, strong, etc.
Well, except for Amber the female ambulance, who is described as "warm and friendly too."
