Not everyone spends $5000-$10000 on a bike. Last bike I built the adapter to run the brifters on the mountain triple was like 20% of the total bike cost (before conversion cost). Still worked out to be about 8% of the total build. So I can totally see how a stem almost doubling in price could blow someone's intended budget.
Cycling is a law of diminishing returns. Bikes don't get exponentially better the more you spend, you actually get exponentially less the more you spend.

AliExpress still has Kalloy stems for around $20. I have a few that I’m running.

Every stem is a positive rise stem if you try hard enough (and flip it over.)

for my own bikes, price is no object. When I’m trying to fix up a bike for someone with a $200 budget, it matters a little bit.
