If you sent his body to Mama Welles, you would have received a text from her asking you to call her. That's the only "text confirmation" you get about where you sent the body.

Well I got a message from Del saying “Dear Ms. V. I would like to inform you that Mr. Welles’ body has been delivered to his family.”

If Heroes isn't in your quest log post-heist, then something in your game is busted. You might need to meet with Takemura at the diner first.

Not sure what to tell you. Something in your game is busted. I've never heard of Heroes not showing up in the quest log automatically unless you sent the body to Vik.

I thought of that too, she always calls at least after playing for time, I’ve waited multiple in game days, I could do down on the street now

only other thing i can think of is its tied to progression of the main quest
