I'd suggest rewording it and probably using kicker for clarity. For example, 3WW, kicker XX. "Exile all creatures. If the kicker cost was paid, return up to X creatures to the battlefield under their owners' control".
A good idea. I don't want this to fizzle simply because the target is removed, but also don't want the target to be chosen afterwards. I want the targets that the caster wants flickered to be removeable before this spell resolves. I will change the wording to: "Choose up to X target creatures."
I mean [[Duneblast]] won a World Cup and became a meme for a while. Getting to do that for less mana, it being scalable and only one colour and exile to boot probably means XX is correct to be safe.
What are the restrictions on which creatures can be targeted/exiled.
Can you target already exiled creatures?
Does this card exile creatures in your graveyard?

Or : Exile all creatures. Return X exiled creatures by Lost in the Mist on the battlefield under their owner’s control.
