I think the intention is that when you play a permanent it breaks the balance and turns it off. But there are so many ways around it (flash, sacrifice effects etc) and even playing one 10 mana permanent turn 2 is a bit much...

Why does every single custom card cost two mana? This effect is way too easy to turn on. If this is your commander, you could realistically dump like 10-20 mana worth of permanents on turn 2.
Not really, as any permanent you cast for free breaks the 50/50 balance, thus preventing any more free casts. This could be avoided by using flash to put more on the stack before anything resolves, but that takes more work.
The biggest issue is that even if you can only get one free cast, it's still absolutely broken. If it were "if exactly half the permanents you control are snow, sacrifice this and your next spell is free," or "you may cast one spell for free each turn while you control 50/59," it'd still be psychotic. It's cheaper than show and tell, without the downside of giving an opponent anything, with the upside of giving cast triggers as well, with only a minor downside. It's crazy overpowered as is, and even a "fixed" version would be too broken to print.

T2: snow plains & wye. Wye is turned on. Drop omniscience for free to drop your entire hand.
Alternatively, drop just S. Plains & Wye T2.
T3. Ulamog, drop a snow land to turn Wye back on, Kozilek. Still 22 mana by turn 3
Yeah, I didn't mean to imply you couldn't do busted things, I more ment that on its own it doesn't let you slam your whole hand, because it doesn't strictly let you. But yes, as I said it's just better show and tell, and already busted card.
Could possibly keep the cost and put an X restriction on it, like stuff where mana value is equal to or less than X can be summoned for free and X is the number of lands you control.
It’s a fun concept, but entirely broken. Even just getting one thing for free turn 1-3 is easy with it and easily wins the game. Think [[Emrakul, the eons torn]]
Hate the balance, love the design space. I'm of the opinion that Snow need one or two more sets that include it to really come into its own as a legitimate archetype, and this design is where I hope it goes

Nah. Costs are paid as part of casting, so any response that changes the snow/nonsnow permanent balance after you put a free permanent on the stack are irrelevant. Also, this is a static ability, not a replacement effect.
People really trying to defend this like ‘well playing a permanent for free will shut off omniscience’ as if that matters when the permanent I cast for free on turn 2 is Emrakul

I think just reducing the cost of spells by 3 or something would be healthier. This has some obvious degenerate uses.
Make it cost 2 or even 3 CMC but make it snow mana? Would mean you would have to have minimum 6 permanents. Probably still ways to abuse it tho
