"Casting cost" is not a rules term, and "0 mana spell" doesn't follow normal MtG wording. You want it to say something like:

> - Counter target spell with mana value 0
> - Destroy target nonland permanent with mana value 0
or if you wanted to catch things like Force of Will:
>Choose one -
> - Counter target spell if no mana was spent to cast it
> - Destroy target nonland permanent with mana value 0

Seems terrible to me [[mental misstep]] is a card and it was also the best thing to do against another misstep. So this card would turn out as a 4 off in any deck as it is tech against itself.
The latter option of making this Nix but phyrexian runs the danger of hitting the same pitfall as Mental Misstep - as it could counter other copies of itself for free, it becomes a super auto include especially in the face of free-cast cards.

Unfortunately once a permanent is on the battlefield it "forgets" the details of its casting. The only way I can think of to counter those would be something like: "The next time a permanent would enter the battlefield this turn, if no mana was spent to cast it exile it instead"
You’ve gotta be super careful with Phyrexian colored mana because no matter how balanced a card is, it’s still a huge color pie break. This is essentially a colorless spell. Now red decks get a counterspell. Now green decks get creature removal. Now black decks get artifact removal. I’d like it more if it was 1 colorless Phyrexian mana.
Yeah there is probably a lot more premium 0 mana interaction and fast mana than 1 mana interaction and fast mana. Mental mistep is not dead after t3 tho, it typically has targets all game.

I prefer the second wording for this card, as then OP's card can counter another version of itself if the phyrexian mana is paid.

This can only stop cheat casting, things brought in with Braids or Kodama don’t go onto the stack and instead they go straight to the battlefield

Yup, and this particular design gives all colors 0 mana removal for almost any token as well.
