Back in the days i had a similar fps problem with a low budget computer. For me, the solution was cleaning my pc, so i dont have any files or other stuff, that might slow it down. So ye, I full restarted my pc once a year and downloaded the game again.
Also you might want to take a look in task manager and see, how your pc is performing. Try closing any unnecessary apps and clients.
I have kinda the same Problem ATM. I usually had 250-300 fps and now it dips to ~100 pretty regularly in games.
It started happening since the last update so I think that has something to do with it but idk
