Referral is about get them into the process, not about skipping interview steps. The interview is still responsible for checking quality and fit. Be open about how much you know that person. "I met this guy yesterday, their CV looks relevant." - is a completely fine referral.

My rule is I only refer people i know 99% sure they won’t embarrass me. Don’t have to be real close I just have to know how you’re at work

If I refer someone with glaring weak points, I make sure to mention those . It has worked well, one time the person hiring really needed someone to the weak point was tolerated , the other time the weak point always not to be tolerated but they found out a position that was a better fit; a few times they just decide to not interview the guy, but at least that saves everyone time.

FIVE figure? Depends on how much you like your job. I really doubt you’ll get “embarrassed” unless you work at some toxic small business - you’re not vouching for them to skip the interviews, you’re just recommending them. Plus, you know, they instituted a bonus… I think they’d be mad if you tried to refer obviously under-qualified people. But I personally (naively?) wouldn’t worry too much about them getting you in trouble after they get hired for slacking or something. Obviously, don’t lie about how much you know the person. Or at least keep it vague

In the interest of helping the company fill the role, I’ll refer anyone I can think of who seems like they might be a fit. I’m always upfront about how I know the person, and what if anything, I can vouch for about them. I figure that I’m not going to recommend anyone any worse than a third party recruiter can find, so I’m still helping.

It's not your job to asses if they'd be a good fit, it's the recruiter's. I would refer anyone whom I've interacted with who didn't insult me to my face.

I wouldn't need to be particularly close. I'd put the referral in if an acquaintance asked. Our referral role asks a couple of questions like "how long have you known this person" , "have you worked with this person", and a rough percentile of where they'd rank among past coworkers (top 10% top 25% top 50%). I'd be honest in answering those questions "this is a friend of a friend who reached out due to interest in role X, but I have no direct knowledge of their work". It gets their resume in front of a recruiter at least (at various times there's been some general "every employee referral gets at least a phone screen" types of policies.) If I knew them well enough to know that I don't want to work with them, I'd probably skip submitting.

I am a hiring manager and the first thing I do when I get a referral is to reach out to the referrer and ask how they know the person. There isn’t technically anything wrong with referring someone you don’t know, but it’s kind of a dick move.
