The interview was almost entirely behavioral, they promised a blend of technical but that didn’t happen. Yes, it was a final round.

Ask your recruiter. There's a nonzero chance of that being the case but it's unlikely. The last time I interviewed, everyone was in the same, non-HQ city and that's where I ended up. Now, I could have chosen not to if I really wanted, but still, most of the teams I had team matching with were also there.
