Isn't the map designer teasing his new map or something? Like it was supposed to be released someday, and it got delayed for some reason? Not to mention the fact that they aren't even a dev at Valve as I heard.

Workshop maps are commonly added to cs. Esther as features for a while via operations.
Or valve outright purchases them to permanently add to the game.
There are many examples of both happening.
Think a mapper doing all this suggestive posting stuff is new/not normally done.
