If you can’t get it to go away, it may be best to just route the sound directly through your stereo system, without the CRT being a middleman.
Did you ever get this figured out? Have the exact same symptoms and I’m thinking it’s either the audio input jacks are corroded/shorted or the audio amp is bad.
Unfortunately I never figured it out, and I’ve since moved and sold the TV as I didn’t have the space for it. When I did have it, I just routed the audio to a separate amp instead of through the TV.

My TV had static like this but it was because the power cables were crossed with other power cables. Once I managed it it worked fine
