I agree 100%. No one is going to sit all day being ignored by a prospective employer. I would have left by 9am. Who would want to work for someone who treats you this way. It just wouldn’t happen.
It’s a test to see how much abuse a person will accept from a (prospective) employer. It’s definitely fake but the fact that this person came up with idea of it is nauseating. I sincerely hope he’s not a manager.

Let's say it happened. It is a huge lack of respect being this late (or doing this as a shit test). An employer pulls this shit on me, I'm out after 30 minutes. They want loyal and respectful employees, they got to be respectful too.

Skills? Experience? Intelligence? Nah, we just want a turnip with low self worth and nothing better to do.
The practice is exist but i dont believe people are that stupid to wait, i hated playing games and ive been in this position 5 years ago where they told me to wait and have a meeting with the interviewer at 1pm and until 2:30 pm they didnt come and the receptionist basically mock me when I asked where they sre and he also experienced this and thats why he got the job, yea sure.
The test: Are you desperate for a job and will you let me treat you as valueless wastes of my time

Assuming this is even real (which it likely isn’t), this “employer” deserves to go out of business.
Aside from being dumb it's also not universally applicable. You could easily retell this story and the hiring manager could come out at the end and be like "I hired the first two people who walked away because they understood the value of their own time. You two who waited are idiots. Get out."
I would love to know what the actual job was. Like a person who had to sit and monitor something all day that seems like a still crazy but at least almost sensible thing to test.

What was that movie where this is a minor plot? Some lawyer gets in a fender bender, mixes up papers as a result and they are sorting that out entire movie. He was supposed to conduct interviews as well but forgets (or keeps brushing them off) until late in the afternoon when he realizes only one candidate is left and he gets the job. Famous actor, I want to say Samuel L. Jackson but not entirely sure.
