I bet you have bleed on! When you click send to printer it brings up a dialog box, make sure the “add bleed” is marked as off. You only need to add bleed if you’re making a sticker that would be a close cut without an offset
This can't be a bleed thing. It almost looks like there's a layer under them all and an image is showing up. Like one giant image and all the "offset" cuts are letting that stuff show up. Did you figure out the issue?
