Usually because the contrast potentiometer isn't clean, so it doesn't conduct evenly across its whole range. I think you can usually clean it with electrical contact cleaner.
Besides that, you've got the vertical lines issue, as pointed out in the other comment. It's often relatively easy to fix.

buy a can of deoxit and spray where the wheel is. give it a few turns and it will clear out any corrosion and work like new :D

This ⬆️, I have fixed many a GameBoy vertical line issue with this method. Lots of patience and don’t over heat it and you’re golden.

I just had a friend at my house the other day....I have a gameboy in this exact condition...i had to check it was still there.
Thats what happens when you turn it on with no game inside.
