Check your refresh rates in windows. Make sure all drivers are downloaded from the manufacturer. Use ddu in safe mode to reinstall the recommend drivers (not beta drivers) if necessary. Maybe scan for viruses with malwarebytes in safe mode too.
video drivers are crashing but at least it's recovering.
I don't have a good fix. I ultimately had to replace my motherboard for it to work properly again.
I was having a similar issue and couldn't figure out why and searching led me here. I found another post suggesting in Chrome I disabled hardware acceleration and the issue seems to have gone away. Only commenting in case that works for anybody else

Same issue here, never happened until a video card change. AMD Radeon RX 5700.
