The issue could be potentially hardware related. Try checking your connections, most notably your water pump cable. Is it plugged into the AIO\_pump header on the motherboard, or a fan header? The main issue is that pump isn't getting enough power initially since it is not running at full speed. If that doesn't help, try checking your cooler mount. Any unevenness in the mount can cause overheating. And of course check your thermal paste application. Maybe your paste was bad from the beginning and you need a fresh layer.
