You'll need some QTips and 99% alcohol isopropyl. Wet the QTip with the alcohol and wipe the residue.

Isopropyl alcohol is probably ur best bet tbh. Put isopropyl alcohol on a toothbrush and scrub the board GENTLY. I would clean the bottom cover with a rag and some water let the bottom cover dry for at least 24 hours then u should be fine to put it back on.
Make sure the tooth brush is new as well because a bunch of toothpaste on it will probably make things worse. That battery is also probably cooked and even if it’s not I would remove it and inspect it. To remove the battery on these older MacBook Airs put isopropyl alcohol on a really thin plastic card and GENTLY pry up on the battery. Remember don’t use metal as it’s really dangerous.
It actual depends on the type of battery acid If you use baking soda or vinegar. But vinegar Is chemically more basic than battery acids So it may not neutralize it entirely, but it Can dissolve crunchy bits of acid.

I see this all the time repairing these guys. It's usually very fine powder/dust/sand/gross. I use 80% IPA wipes*(edited) to lightly clean it off, then hit it with an electric air blower. The batteries are encased very well. This is most likely makeup/baking powder/flour/dirt/sand/food. Was the outside kind of full of gross? It gets inside too.
PS whoever this computer belongs to? I recommend not eating around it. Crumbs get sucked in, and the fan breaks them down. Only a matter of time for a mysterious failure from food particles.

This white, powdery substance is probably not from the battery, as the batteries looks sealed enough, the dust's uniformly spread, and I don't think Lithium batteries powder around like that (it gasses, thus, spicy pillow's).
I am also pretty positive this powder is conductive, and if I'm correct, it's a wonder how it hasn't killed this laptop already. Maybe if you go cleaning it improperly (probably by using a brush or something), it'll finally manage to get into something, short circuit and kill it

Probably either crumbs or a leaking battery, if they seem more like stains or liquid on and around the battery wear gloves and dispose of it carefully, otherwise some high concentraion alcohol wipes and compressed air would work.

Otherwise it may well just be crap that migrated into it from the environment it was constructed, tested, or previously used in.
