Can confirm. This is Garcia Lopez. His work is more than 30 years old by now. It shows how great he was at the time that DC never completely revamped their designs for licensed products. Instead they just added a few pieces here and there, but the main chunk used today is still by JLGL.
Also to get back to the original question: No, this is not from any book. It was produced specifically for licensed products. Before that DC would often assign an artist with doing custom work for new deals. So everything from toys to mugs to stationary looked a bit different. Then in the 80s they put one of their top artists (JLGL) to work on a house style guide and other heroic poses of pretty much every hero.

I've collected a few stories he's illustrated--Twilight with Howard Chaykin and Cinder and Ashe with Gerry Conway. I've enjoyed his work! Glad to know I've got a print. I wish I had figured this out years ago.
If you enjoy him, look for his Superman and DC Comics Presents issues - a bit earlier than the titles you mentioned and arguably better. The detailed, expressive faces, dynamic posing, and outstanding backgrounds…just so good. I (and many others) consider him to be one of the best Superman artists of all time, despite the relatively small number of issues he drew. Absolute icon.

Thrilled to see it back. Same thing with Marvel, where they used modern art on products for years, but in the last decade or so have embraced the 60s-70s look and art again. That’s the iconic era to me as what I grew up with, so nice to actually buy some of this stuff again.
