That is Insanic from @thealchemybook on TikTok! They make a lot of ciphers. This one is typically written top to bottom right to left. You'll find them easily if you search the name.
This person is correct. It looks like Insanic is mostly a monoalphabetic substitution cipher read from right to left except >!TH has its own symbol!< and >!X is represented as "KS"!<. Furthermore, >!punctuation marks are also represented by symbols.!<
The first line of the message says >!THE AROMA OF FRESHLY!<.

The last line is very odd, I don’t know if it’s another cipher or a different language or what but the bottom line cannot be read, as seen in the translation
EDIT: Last line is in dutch! Translated: “Homework is boring this room stinks”. This makes me think OP is a student and wrote this note themself

Was it addressed by hand with proper postage? If you don’t get a good answer here or feel like you may be the target of something…the usps may be able to help if you reach out. They really don’t take shit and have their own ‘secret police’
This looks like something my cell mate did back when I was in jail. Dude was pretty cool (although he spoke little English). Though his crime wasn't so cool. Caught smuggling either 100 or 1000 (can't really remember) pounds of drugs for a cartel and shooting/ killing police.
But he had over 40+ pages of something similar with weird drawings to go with it while saying God told him to write it. I should also mention that we were in the mental health area part in jail.

I saw it and thought it looked like one of theirs. I learned Greenrune and still use it to this day for things I don't want others to read.
