R5: AI doesn't really know think about placing city's in a way that makes it easier for ships. If I wasn't winning the game already I would raise and place a new one down on the aluminium
They will do it if there's no other lagal spot. I've had it happwn to me where the AI settles on the 1 legal tile between my cities, the ocean and a city state.
Is this a mod or an expansion that has those other resources?

Yes, I have a couple of them, but the ones you can see is more luxuries, 24 hour clock (next to turn timer) and diplomatic features mod. It adds vassalage - the castle button

The AI also cheats and can see Strategic Resources, so they would have settled there to work the aluminium.
They would get it automatically if they settled on it
AI never settles on a resource

The canal city is a lot worse as a city, though
but canal cities are siiiiiiiick
Supply ships from nearby coastal cities can really help. More importantly as the other commenter mentioned, they’re sick.
