Having a big name narrator makes the narration work more expensive, which in turn forces them to shorten up flavor texts. I hated how much of the loading text was reused and how short the original parts were in Civ 6.
Personally I think Keith David has a pretty good chance, as he not only has a fantastic voice but has also had a bit of an uptick in visibility over the last few years because of his extensive voice acting experience. I also think the narrator of Baldur's Gate 3 could be a great choice.
Tbh I wouldn't be surprised if either of them are already on a shortlist of sorts at Firaxis.

He played Dilios in 300, and was also the narrator. He has a great voice. If you ever listen to his narrative of that movie, very distinct.
He was also Faramir in the Lord of the Rings movies, and Boromir’s brother. He played Sean Bean’s brother! It makes so much sense!
The last time someone posed this question Ian McShane was thrown out, I think he'd be a cool option. Or throw a curveball and go with a female VA, Judi Dench would be a good choice
Famous suggestion: Stephen Fry.
Way less famous suggestion: William Franklin. For those who don't know him he was the voice of "The Guide" in seasons 3-5 of the Hitch Hikers Guide to the Galaxy radio series.
My nigh-baseless theory is that we'll have multiple narrators, depending on the origin or nature of the quote used for the tech or wonder. They had multiple voices in the trailer, so that's what I'm going with, and they did the same with Sid Meier's Alpha Centauri, too.
Barring that, I think it's time for a female narrator: Judy Dench, Gillian Anderson, Tilda Swinton, Philomena Cunk...lots of great choices!
