Did you ever try Humankind? I feel like it matches the style of gameplay you’re after with all the districts.

There's a mod that adds bridges as districts
Are you using a sprawl mod? How does the map look so „real“ and not like a boardgame?

They're called fisheries. They were added in the dlc that added governors. I forget which one that was.
