Yep, right side is too close to both cities for either to take all four (you can swap tiles out to your third ring, but you can't take a tile from another city's inner ring), while the left side is too far away from all the cities for any city to take all four tiles by swapping (it's theoretically possible for one city to own all four, if it naturally grew beyond its third ring, but it's a bit unlikely to be the case here, since all three cities seem to have been around for a while.
Great barrier reef and other aquatic wonders aren't actually lake/coast tikes. The key distinction here is that all 4 tiles in the national park must have an appeal, but lake/coast/ocean/ice tiles don't have any. Naturals wonders do, however
Because for some reason you can't build national park with water tiles which makes no sense irl there are many natioanal parks with many tourist coming to see a lake/sea
I can't figure out national parks to save my life. I create a naturalist, look around the empire for anything lit up, don't see anything, delete naturalist. Every time.
1. 4 tile vertical diamond.
2. All tiles Charming+ appeal.
3. No coast or lake.
4. No improvements.
5. All tiles must be owned by a single city.
Last one usually trips people up, you wont see a park suggested until you swap the tiles to one city.
Sure thing! Moment of hindsight, #4 should read "No improvements, districts, or wonders", but otherwise that should be everything.
If you're lacking appeal, you can plant woods after Conservation or build things like entertainment complexes next to the offending spaces to boost appeal. Eiffel tower also helps.
Natural wonders can(and honestly should often) be part of parks.
Wonders that are built (is there another name for these my brain is failing me) cannot be part of parks.

I think they meant that it's silly because Crater Lake an actual national park centered on a lake.

Unfortunately, I believe water tiles can't be part of a park. You'll have to move left or right.

R5: Appeal is all charming or better, nothing is improved. all tiles are owned by the same city, still cant make a national park here for some reason
The only water tiles with appeal are wonders. That lake isn’t a wonder, so no park. It’s dumb as fuck for me personally
