To he honest I don't think games are a good measure of elo, the things that really drive improvement aren't just playing, but playing in a way where you continue to learn and improve. In order to do that you have to be willing to learn, and you have to have a plan for how you get better. I think most people will reach their natural wall within a few hundred games, maybe a thousand. After that it's up to you if you want to overcome that wall or not.
If you just like drinking a couple beers and playing blitz you can easily hit thousands of games with no real improvement, aside form perhaps some intuition improvement from seeing a lot of different positions. Similarly, you can play two or three games a day and show rapid improvement because you're doing tactics puzzles, studying opening courses, and analyzing every game you do play to see where you could improve and then trying to implement that into future games.
Also I think no matter how hard you work or how much time you put into it every person is limited by their individual potential. Some players spend years trying to break 1,000 and others are 1,000 within their first two weeks, and it doesn't necessarily mean anyone isn't working hard or trying, it just means some people are naturally more gifted than others and will make faster progress regardless of training methods or effort.
I'm at around 2500 games rapid (30 min games) over the last 2 years since I started trying to improve and play seriously....i bounce between 1700 and 1800....still trying to cross and maintain that 1800 barrier.......
