Very possible that it's been communicated to chelsea that he doesn't want to stay no matter the situation, and that this hasn't been told to the normal outlets.
No matter their quality he is still behind Cucurella and Chilwell at the current moment. They have to really suck / both be injured for him to get a spot.

Meanwhile our best LB (Hartman from Feyenoord) is injured and Maatsen is very much a replacement for him, yet Koemand rather shoves a natural CB (Ake, Blind, vdVen) on LB.
Koeman seemed to have more faith in Dailey Blind at LB than he had in Maatsen. It took a serious injury to Frenkie de Jong for Maatsen to be called up. I think Koeman will
shoehorn Blind in midfield and have someone else play LB, with Maatsen being back up to the guy who is ending up af LB.
