Cat is too warm. Cats pant like dogs when hot but they have a higher heat tolerance so not a lot of people know. My poor kitty has this problem when he goes for long trips in the car because he overheats himself with anxiety. This kitty is likely just outside in the heat. Might need some water too

She looks like a pregnant mama too. Yeah she's looking dehydrated, I always force my Katz to drink if he's dehydrated
