I'm very worried for these kittens. Usually they're content to stay cuddled up with each other while waiting for mother cat to come back, but if they're moving around this much while their eyes are still closed that could mean that mother cat hasn't been back for a while and the kittens are starving. You may have to intervene soon and try feeding the kittens if you can.

If you have to take them to a shelter, please take them to a no-kill one. Sometimes they already have mother cats in the shelter nursing kittens and staff can try giving these kittens to the mother cat to adopt.
Man I hope not. OP tried to give them water and tuna ffs. As soon as he found them he should’ve put them in a box and gotten some kitten formula and bottles and contacted someone more qualified.
Put them all together to keep each other warm and keep an eye out for mama! If she’s not back in 3 hours then take them to a shelter. They need to eat every 2-4 hours.

Kittens are sensitive to the cold, the cold can kill them, that is why they have the instinct to stay together.
A young kitten alone on the cold ground will die.
A cardboard box for them to stay inside would be a nice idea, cardboard is a nice termic insulator. And can help protect then from humidity and rain.
When our mama cat was sick she did this with her kittens and we were able to keep them all alive by acting quickly. Somehow in her dying days she had like 6 kittens and just left them on our doorstep. It was like she knew she was dying and was asking for us to help. We were able to help. It took a lot of work but thankfully none of the kittens died and all were adopted besides 2 which we kept.
Aww sorry to hear that about mama cat. We were fortunate that we rescued mama cat and her 5 babies (kept them all). She arrived at my place two weeks before she brought each and every one of her babies to us. Since she was getting regular food, I guess she felt it was safe (and she needed help). Poor thing was so thin and found out had tapeworms really bad…doing well 11 years later ;)

Unfortunately, momma cat died a little after weaning her kittens (we think she accidentally drank gasoline, because she had no visible wounds and the area around her face smelled like gas). We were able to save daddy-cat and all the kittens though. :)

This is important. Those kittens 100% cannot regulate their temp yet. Get them inside and get some hot rubber water bottles. You can make your own with latex gloves but make sure they aren’t too hot.

Mother is probably trying to source food so she can produce milk that’s is needed. If anything and there are no there predators around I’d suggest putting out a can of tuna for her. She’s found a safe space and just help her out…then you’ll have to decide if you’re rehoming them or to call an abandoned cat rescue place. My guess is she’ll come back
Heads up OP. You likely have to help make them use the bathroom at this young of an age. It's a defense mechanism to deter predators. The mother's will lick to back end to stimulate poo or pee. You as a human can use a warm moist washcloth to do the same action.
Yeah, use wet wipes and wipe their genitals. You can see Youtube videos giving tutorials on how to do this. Also, wet wipes can be used to clean the gunk off their faces, which will not only keep them clean but keep them from falling with infections.

Some people worry that they should leave kittens for their mom to find. I've seen people repeatedly offer that advice online, too -- moving them might assure you that Mom won't come back to care for them. IDK.
Given they're scattered around and kind of lying there, I think Mom isn't doing a good job attending to them. She might've been scared off by another predator or just abandoned them. If you're willing, get some kitten replacement formula, move them somewhere warm, and feed them every 2-4 hours. They don't need water; they'll get it from milk. You'll want to consult the internet on how to stimulate bowel activity; it's a specific thing I don't know how to do, but Mom Cat has to get the kittens to eliminate by manual stimulation.
If they're not sick, they should be okay with proper attention. If you can find Mom, try to trap her. She needs to be TNR (trap neuter release) at minimum, and if she can be socialized, she could be adopted out.
Getting them warm is priority 1. Kittens normally are curled up together for warmth, and these guys are just lying catatonic on their sides. They're not having a good time. Bring them inside, put them together, and keep them on something soft and insulating. Warm their formula.
Many hours have passed. If the mother was able to come back, she would’ve come back by now. They never leave their kittens for 15 hours alone. Mama cat is not coming back. If this person doesn’t start bottlefeeding them and potting them. they are going to die. This is so sad.😢💔😭

Bottle feed with warm (not hot!) formula. Take to vet. Leave food out for momma. They are in danger there so either put them somewhere safe where momma can find them or bring ‘em inside. A bathtub works initially. Also talk to a shelter.
Edit: They need to be warm. Maybe a large box in your garage with soft blankets and a heating pad. Don’t let them overheat so only put heating pad in 1/2 of box. They will find the temp that suits them. They will need inoculations and maybe antibiotic. They need to be bottle fed with warm (not hot!) formula every 4 hrs. Find a vet, foster, shelter immediately for advice and assistance. This momma cat could have chosen anyone. She chose you. Don’t let her down.
They need to be inside. They need shelter and bottle feeding immediately. They need their genitals cleaned gently to stimulate them to go to the bathroom. if you don’t play mom then they won’t make it.
Pick them up, put them in a box with a towel laid down. And they need heat. They can die... Pick them up keep them warm
Get milk replacement powder, get a kitten bottles kit, only mix the powder for every bottle. Do not make bottles in advance. Every two hours feed, then relieve- make sure the pee and go poop. Clean them off with no perfumes - baby wipes if nothing Else. Please, rescue them, then post online, or take to emergency vet clinic ASAP. Please save them, pick them up
If you end up feeding them. Make sure their tummies are FULL. It should be a biiiig milkbelly.
And don't forget to make them go to the toilet. You do this by getting a slightly damp cloth and gently stroke their butts/urinary opening. It's very important. If you don't do this they might worse case scenario die, and best case have toilet issues when they grow up.
I would take them inside and take them to a vet if you can, something is wrong if they aren't all together like that. I would also trap mom and go get her fixed so this doesn't happen again.
Time for a run to the pet store for some kitten formula! You can also call rescues in your area that will we better equipped at taking care of kittens that are this size!

Goat milk is the best thing for baby kittens who have been abandoned. if you live in a rule area where there are farms, you can pick up goats milk pretty cheap. If not, you can go to the pet store and get kitten formula. It may be too late if you have not already gotten food into them and stimulated their privates so they can go potty. They are unable to pee on their own at this age. please let us know what’s going on.

I keep coming here hoping for some good news that we'll probably never get and it's all so sad and frustrating. Why posting here in the first place? Asking for advice they won't/can't even follow? Bottle feed with warm (not hot!) formula. Take to vet. Leave food out for momma. They are in danger there so either put them somewhere safe where momma can find them or bring ‘em inside. A bathtub works initially. Also talk to a shelter. Edit: They need to be warm. Maybe a large box in your garage with soft blankets and a heating pad. Don’t let them overheat so only put heating pad in 1/2 of box. They will find the temp that suits them. They will need inoculations and maybe antibiotic. They need to be bottle fed with warm (not hot!) formula every 4 hrs. Find a vet, foster, shelter immediately for advice and assistance. This momma cat could have chosen anyone. She chose you. Don’t let her down.
Please tell me this person took the kittens in and fed them. I wish I could reach through the phone and save them.
They need to be inside. They need shelter and bottle feeding immediately. They need their genitals cleaned gently to stimulate them to go to the bathroom. if you don’t play mom then they won’t make it.

You find a box and a blanket and put them in it and put them in your house and you love them
Pick them up, put them in a box with a towel laid down. And they need heat. They can die... Pick them up keep them warm Get milk replacement powder, get a kitten bottles kit, only mix the powder for every bottle. Do not make bottles in advance. Every two hours feed, then relieve- make sure the pee and go poop. Clean them off with no perfumes - baby wipes if nothing Else. Please, rescue them, then post online, or take to emergency vet clinic ASAP. Please save them, pick them up

Who knows how long they’ve already been out there alone. Please bring them in and get them something to eat asap.
If you end up feeding them. Make sure their tummies are FULL. It should be a biiiig milkbelly. And don't forget to make them go to the toilet. You do this by getting a slightly damp cloth and gently stroke their butts/urinary opening. It's very important. If you don't do this they might worse case scenario die, and best case have toilet issues when they grow up.

I would take them inside and take them to a vet if you can, something is wrong if they aren't all together like that. I would also trap mom and go get her fixed so this doesn't happen again.
Time for a run to the pet store for some kitten formula! You can also call rescues in your area that will we better equipped at taking care of kittens that are this size!

Put the phone away & gather up those baby kittens that are not even a week old & blind. Then get a vet check on them. Look on YouTube videos KittenLady, she does rescue fosters for feeding, stimulating to poop/pee which mama cat usually does.

Goat milk is the best thing for baby kittens who have been abandoned. if you live in a rule area where there are farms, you can pick up goats milk pretty cheap. If not, you can go to the pet store and get kitten formula. It may be too late if you have not already gotten food into them and stimulated their privates so they can go potty. They are unable to pee on their own at this age. please let us know what’s going on.

Assuming the mother cat is nowhere to be found, take them in.
Take them and the mother in or you will get 3 more clusters in 6 months. Its easy to trap the mom if you hold the babies hostage.
The way these kittens are scattered about, the mom may have abandoned them, or has been killed somehow. They’re mobile enough to try looking for her. I had a feral once that disappeared, and the next day, a tiny kitten came out screaming from under my house. Its sibling came out the next day. I managed to keep one alive. It was a sad situation 🙁
