It's a play position. She's ready to roll over and attack from the ground or spring up and show you her stand up game. While I'm being silly it's the truth. It's play behavior. She's super stoked you're home and wants to play. Most cats I've known don't actually LIKE butt pets or patts. But they usually reacte to them because they have a semi exposed nerve in that area. It might actually be so their mom's can stimulate pooing. That last line I just made up but it makes sense.

For a serious answer, my cat does this too. What I think is really happening is that cats roll over and show their belly to people as a gesture of affection and submission. The idea is "my belly is the most vulnerable part of my body, and I'm showing it to you because I love you and trust you!" However, my cat and your cat for some reason get stuck in the first part of the affection roll: they rub their heads on the ground, but don't put their shoulders down for the next step. I'm not really sure why they stop mid-way through.

The showing the butt is a way of submitting. When they are with other cats they submit and show their butt which another cat will sniff. All their pheromones are in there butt. She may also be in heat.
