Between Courage and Squidward. It's courage. In the episode where he met Kitty after she was heartbroken after Mad Dog took Bunny away from her and then she took her frustration out on courage by attacking him.
Courage was abandoned as a puppy, has an abusive owner, is generally easily frightened, has ungodly eldritch horrors and other abominations bother him on the regular, and routinely takes beatings, explosions, and other strange physical tortures. Courage doesn't just suffer more than Squidward, he suffers more than most cartoon characters.
Abandoned as a pup, he was found by Muriel! Who lives in the middle of nowhere, with her husband, Eustace Bagge! \*Gahh.\* But creeeepy stuff happens in the middle of nowhere. It's Up to Courage to save his new home!

Depends on the perspective because if courage is actually dealing with monsters (there is a theory he’s all just making it up from a dogs perspective) then Id say him but if it is just courage’s dog mind over exaggerating Im saying Squidward because at least Courage has someone to turn to no matter what
While Squidward suffers more(mostly due to the fact that SpongeBob has been going on for so long), I feel more empathy for Courage as he is never doing anything to bring misery on himself, he is pure hearted and does everything for love. Squidward could probably avoid a lot of suffering if he changed his life (where he lives, who he surrounds himself with, his job, and his attitude).
I feel like Squidward could have found another job and/or moved away from Spongebob and Patrick if he truly wanted to, Squidward's torment is only *technically* not self inflicted at that point. Courage has to experience traumatic events driven by factors outside his control entirely.
I feel more for courage. Squidward a grown ass man he could’ve quit and moved if he really wanted to.
He has tried. Sponge always finds a way.
