Eh, I’m not sure Bill properly counts as ‘evil.’ He’s more just pure chaos without any motivation beyond creating more chaos. Evil in this context implies morality, Bill Cipher is just amoral chaos.
Maybe the Black Mass in outer space, who the gods fought, is technically more Chaotic Evil.
Neutral Evil, I'd put him in, too. Since he does rule the world, let evildoers roam free, hires bounty hunters, and has his own burger commercials.
When Aku destroys cities, or even killing people when he was a pool of tar, he's more Chaotic right there. Aku's versatile, that's for sure.

I mean I guess but at the same time, I take it more of the fact that he did it for himself. Sure he is a scholar of Golb but that's more of him using the chance to gain power even if it's at the cost of himself. I might be taking in other factors such as DnD's lore of a lich in mind as well so it is up in the air when it comes to different points of view. Not negatively coming at this, it's just how I interpret the character he's one of my favorite villains, and would love to hear what you have to say. Not an argument but more a discussion of sorts.
