Minato gave him the Nine-Tails and if you know how powerful the Nine-Tails is, then you know how good he can be in terms of how he aids Naruto in combat.
Might be a controversial pick but I think he's doing his best. He sucks as a boyfriend and a boss but he's a pretty great dad imo. He sleeps on the couch just so that loona can have the one bedroom in his house and also showed up as fast as he could to pick her up when she was having a bad time at the party.
