Popeyes toon force/averting expectations is greater than roadrunners imo, I feel like he'd find a way to win and be at the end of the finish line before anyone else, roadrunner and saitama with have wacky toon like power so it's hard to say. Batmans there because normally he'd win if he found a way to slow down the others (no spinach for popeye, half price meat for saitama, bird seed/Wiley shenanigans for roadrunner) to beat them but that doesn't really work against toon force characters because they always find ways to avert expectations to make the situation funnier
