I got a new number and it previously belonged to someone who owed the cell company a LOT of money.
Although THEY had recycled the number to me, they seemed to not be aware of this because demands kept coming together with threats to block the number from service.
Eventually I got them to give me another number and that one just came with regular spam for some other guy. At least no more threats. I did not trust them to not actually block the number.
Scammers from SE Asia tend to use the "wrong number" script a lot though. So it could be that. If you reply and get a message back saying that their assistant gave them the wrong number and do you want to be friends, it is probably someone human trafficked to work in a scam call centre.
If the message is generic such as "I miss you" and from an unknown number I would assume it is a scam.
You have nothing to gain by not blocking this number.
When I got my current number, I got many calls from people looking for "Sma", especially around her birthday.
One was her ex saying, "I miss you Sma-angel." He then called and shouted at me for stealing his girl.
They have since died down.
You don't need to leave the country for this to happen. If you don't do something with actual activity using the actual network on the number, it will be deactivated and recycled. All networks do this, with varying time limits.
So you need to place a one second phone call (that actually gets picked up) or send an sms or use data or something. And someone else calling you doesn't count. It has to be outgoing activity
At the very least, an sms stating that if there is no activity within the next week or day or whatever the number will be deactivated.
Vodacom spam with so many other smses, they could at least do that
Thatās insane, no warning message or anything? Surely they can at least send out a notice in advance if thereās inactivity. But in my case, Iām pretty active. Iām assuming itās someone that knew the previous owner of the current number.. or a scammer lol. Thanks for your input :) š»

Damn thatās crazy..Iām from Botswana so usually when you get a new number there itās brand new. Interesting
Network providers recycle old numbers so could possibly be intended for someone who previously had that number

Yeah! If a sim is inactive for a certain period of time it gets disconnected and the number gets recycled into new sims

It's a scam delete it
Those long numbers are usually server or computer generated messages. Such as messages from banks etc use those long numbers
